Re-Evaluating FCC Policies Concerning the Lifeline & Link-Up Programs
نویسندگان
چکیده
Since 1984, the Lifeline Assistance program (“Lifeline”) has been the centerpiece of efforts by U.S. telecommunications regulators to ensure that traditional local telephone service is affordable for low-income households. Lifeline reduces monthly local telephone bills for customers who sign up for the benefit through a credit on their basic service charge. The Federal Communications Commission’s (“FCC”) rules establish the amount of the discount, which averaged $11.22 in 2004. The Link-Up America (“Link-Up”) program, a companion program to Lifeline, reduces the cost of telephone installation by fifty percent. The LinkUp reduction assumes the form of a credit to the service installation charge. A third program, toll limitation support, compensates eligible telecommunications carriers for offering no-cost toll limitation service.

Evaluating Multipath TCP Resilience against Link Failures
Standard TCP is the de facto reliable transfer protocol for the Internet. It is designed to establish a reliable connection using only a single network interface. However, standard TCP with single interfacing performs poorly due to intermittent node connectivity. This requires the re-establishment of connections as the IP addresses change. Multi-path TCP (MPTCP) has emerged to utilize multiple ...

This paper presents a new method to investigate plastic deformation of FCC metals in high strain rates. Experimental set up includes two stages gas gun, spherical projectile and target assembly. Target assembly includes front plate, two pressure bars, FCC specimen, three frames and rigid holder. The set-up is carried out according to the following method: a spherical projectile, accelerated to...
متن کاملEthical Standards to Guide the Development of Obesity Policies and Programs; Comment on “Ethical Agreement and Disagreement about Obesity Prevention Policy in the United States”
The recent report by Barnhill and King about obesity prevention policy raises important issues for discussion and analysis. In response, this article raises four points for further consideration. First, a distinction between equality and justice needs to be made and consistently maintained. Second, different theories of justice highlight one additional important source of disagreement about the...
متن کاملFrom Mid-Level Policy Analysis to Macro-Level Political Economy; Comment on “Developing a Framework for a Program Theory-Based Approach to Evaluating Policy Processes and Outcomes: Health in All Policies in South Australia”
This latest contribution by the evaluation research team at Flinders University/Southgate Institute on their multiyear study of South Australia’s Health in All Policies (HiAP) initiative is simultaneously frustrating, exemplary, and partial. It is frustrating because it does not yet reveal the extent to which the initiative achieved its stated outcomes; that awaits further papers. It is exempla...
متن کاملRange Calculation for 300MHz to 1000MHz Communication Systems
For restricted-power UHF* communication systems, as defined in FCC Rules and Regulations Title 47 Part 15 Subpart C “intentional radiators*”, communication range capability is a topic which generates much interest. Although determined by several factors, communication range is quantified by a surprisingly simple equation developed in 1946 by H.T. Friis of Denmark. This paper begins by introduci...
